[팔레스타인에 연대하는 한국의 퀴어 선언문]

한국에서 살고 있는 퀴어들은 팔레스타인 퀴어의 생존과 해방을 염원한다.
이스라엘의 학살 중단, 점령 종식을 요구하며, 팔레스타인의 완전한 해방을 위해 연대한다.

우리는 한국에서 살아가는 퀴어이다. 한국은 피식민지배의 경험을 가지고 있고, 전쟁으로 인한 분단국가이며, 여전히 미국의 군사적 영향 아래에서 살고 있다. 퀴어로 살아간다는 것은 성적지향과 성별정체성, 성적특징의 측면에서 정상규범과 다르다는 이유로 차별받는다는 것을 의미한다. 더불어 성적규범과 정상성을 강요하는 지배체제와 불화하거나 불화할 우려가 있다는 이유로 단속당하고, 감금당하고, 처벌되는 이들을 포함한다. 이 지배체제는 인권보다 자본을 우선시하고 불평등한 상황을 유지함으로써 이득을 얻는다. 배제와 차별은 국가폭력이라는 무기를 통해 집단학살genocide이라는 처참한 결과를 지금 우리에게 보여주고 있다.

우리는 경제적으로 성공한 사람들이 안락함을 누리는 것이 권리라고 생각하지 않는다. 퀴어의 해방은 기업의 후원이나 정부가 시혜적으로 도입하는 부수적인 정책으로 가능하지 않다. 불평등을 해소하고, 자본보다 인권을 우선시하는 체제를 만드는 것으로 가능하다. 해방은 정부나 기업이 이끄는 것이 아니다. 오로지 해방으로 나아가는 관계맺기와 해방으로 나아가는 움직임을 통해서만 이끌 수 있다. 인권 보장 책임을 다하라고 국가에게 요구할 뿐만 아니라 불평등한 지배체제를 근본적으로 변화시키려고 투쟁하면서 해방의 동료들을 만난다. 퀴어들이 일구어온 독특한 정체성과 커뮤니티의 힘으로 차별과 낙인의 경험마저 변화의 씨앗 삼아 인권의 역사에 동참한다.  

핑크워싱은 국가 또는 기업이 자신들이 자행하는 차별과 폭력의 만행을 감추거나 때로는 정당화하려는 목적으로 성소수자 친화적 이미지를 실속없이 겉치레로 앞세우는 일을 의미한다. 이스라엘과 미국의 핑크워싱에 저항하는 것은 이스라엘이 미국의 원조를 토대로 팔레스타인을 점령하고 학살하는 것을 정당화하는 수단을 문제삼는 것이자 그 이상이다. 한국에 미치는 미국의 막대한 군사적, 경제적 영향력을 자각하고, 미국과 이스라엘, 한국의 우방 협력 구도에 한국 민중과 퀴어의 목소리로 균열을 내야한다. 보수 우익반퀴어 진영이 미국-이스라엘-한국의 자유주의적 동맹을 지향하고 기독 종교적 유대를 강조하며 퀴어 혐오를 선동하는 맥락을 정확하게 파악하고 대항해야 한다. 이는 한국 사회의 퀴어가 당면한 중요한 과업이다. 우리는 팔레스타인 퀴어와 연대하며 미국 정부와 이스라엘 정부의 핑크워싱을 비판하는 작업이 한국에서 살아가는 퀴어의 해방과도 직접적으로 연결되어 있음을 안다.  

6월 자긍심의 달을 맞이하여 우리는 외친다. 집단학살에 퀴어 자긍심은 없다. 인종청소에  퀴어의 자긍심은 없다. 무지개 깃발을 단 탱크는 점령지를 굴러가며 전 세계 퀴어의 자긍심을 짓밟는다. 정착민 식민주의, 무슬림과 유색인종에 대한 혐오, 시오니즘 등에 침묵하고 학살을 외면하는 자긍심 프레임은 끔찍한 불의에 공모하는 수치심을 우리에게 강요한다. 퀴어의 이름으로 퀴어가 억압당하는 현실에 퀴어의 이름으로 저항할 때에야 퀴어 자긍심은 비로소 가능하다.  

6월 20일은 난민의 날이다. 가자지구 주민은 80 퍼센트 이상이 이미 난민이다. 76년 전 나크바로 원래 살던 집과 땅을 시오니스트 세력에 빼앗기고 쫓겨난 이들과 그의 자손이 대다수라는 의미다. 주민들은 2007년 이후 이스라엘의 육해공 봉쇄로 벽 없는 감옥에 갇힌 채 점점 더 생존에 적합하지 않도록 악화되는 환경을 버텨 왔다. 특히 지난 8개월 동안은 이스라엘이 팔레스타인 인종 청소와 문명 절멸이라는 오랜 궁극적 목표에 따라 가자지구를 본격 침공하면서 다시금 피난이라는 형태의 강제 이주를 겪으며 실향하고 있다. 이제 더는 가자지구 내에 주민들이 피신할 곳도 없다. 10월 이후 가자지구에서만 5월 27일 현재 누적 약 36,050명이 사망했다. 공격 표적이 아닌 안전지대로 지정된 라파 텐트촌으로 피신했던 피난민마저 이스라엘의 폭격으로 수십 명이 불에 타 사망했다. 가자지구 전역이 폐허이고 무덤이다. 올해 난민의 날을 맞아 우리는 정착민식민국 이스라엘의 팔레스타인 말살 시도를 규탄한다. 팔레스타인 인을 살던 땅으로부터 쫓아내 장소를 비우고 이스라엘의 영토를 확보하여 안전을 지키겠다는 파괴적 식민주의 시오니즘을 규탄한다. 가자지구 주민이 하루빨리 집으로 돌아가 무너진 삶을 재건할 수 있기를 소망한다. 76년째 나크바를 겪어 온 팔레스타인 난민이 이스라엘이 약탈한 고향으로 돌아가 빼앗긴 것을 되찾을 수 있기를 기원한다. 점령 종식과 침공 중단 없이는 어떤 팔레스타인인의 삶도 가능하지 않다는 팔레스타인의 퀴어의 외침을 같이 외친다. 

한국 사회를 살아가는 퀴어로서 우리는 결의한다.

• 이스라엘의 정착민 식민지배와 집단학살을 규탄한다. 이스라엘에 팔레스타인 군사점령, 불법유대정착촌 건설,  인종청소에 대한 책임을 묻는다. 팔레스타인 해방을 요구하는 실천을 반-유대주의로 규정하여 탄압하고 범죄화하는 미국, 영국, 독일정부를 위시한 이른바 서구 선진국 주도의 국제적 검열에 저항한다.
• 현 상황을 대등한 양국 간의 갈등, 분쟁, 전쟁으로 규정하며 점령-피점령 구도를 비가시화하는 피해자 책임 전가적 접근을 단호히 거절한다. 지금의 상황은 10월 7일 하마스의 알-아크사 홍수 작전으로 인해 벌어지고 있는 것이 아니라 1948년 이스라엘이 건국을 선언한 이래 이어져 온 불법점령과 인종청소의 연장이다. 우리는 팔레스타인 민중의 오랜 비폭력 저항의 역사를 기억하며, 인티파다를 비롯해 해방과 독립을 위한 봉기와 저항 운동을 가리켜 테러리즘으로 규정하는 것을 반대한다.  
• 이스라엘 학살을 지원하고 동조하는 미국, 영국, 독일을 비롯한 소위 서구 선진국 정부를 강력하게 규탄한다. 이들이 팔레스타인 퀴어 학살에 동참하는 한 이들이 내세우는 성소수자 인권 보장은 사실상 서구 사회의 일부 퀴어만을 특권화 하는 허울좋은 보편 규범에 불과함을 지적한다. 한국의 성소수자 운동은 식민주의에 저항하는 투쟁과 연대하고 우리의 운동으로 만들어 나간다.
• 자국을 이른바 중동 유일의 민주주의 국가이자 퀴어 친화적인 사회로 참칭하며 아랍권 사회를 후진적이라 타자화하고 지역내 군사 패권을 휘두르는 이스라엘의 살해정치 핑크워싱을 고발한다. 우리는 이것이 시오니즘과 더불어 이슬람 혐오와 인종 혐오에 기반해있다는 것을 인식하고 무슬림 퀴어, 유색인종 퀴어의 해방에 굳건히 연대한다.
• 이스라엘이 국제법과 보편인권의 원칙을 지킬 때까지 팔레스타인 시민사회의 요청에 따라 이스라엘 보이콧∙투자철회∙제재 운동(Boycott, Divestment, and Sanctions: BDS)에 동참한다. 특히 HD현대가 불법유대정착촌 건설에 사용되는 자사 중장비를 철수할 때까지 끈질기게 요구하고 투쟁한다.
• 이스라엘의 점령과 아파르트헤이트에 맞서 싸우며 퀴어 해방을 위해서 투쟁해 온 팔레스타인 퀴어와 연대한다. 요르단강에서 지중해까지 팔레스타인이 해방되는 그날까지 팔레스타인 민중의 인티파다를 지지하며 함께 나아간다.

우리는 요구한다.

• 이스라엘은 팔레스타인인 집단학살을 즉각 조건없이 영구 중단하라.
• 이스라엘은 팔레스타인 점령을 종식하고 아파르트헤이트를 철폐하라.
• 미국, 영국, 독일 정부는 지속적 무기 공급 등을 통한 이스라엘 학살 지원을 당장 중단하라. 팔레스타인 해방을 지지하는 움직임에 대한 탄압을 중단하라. 당신들은 한국을 비롯한 그 어디에서도 성소수자 인권을 말할 자격이 없다.
• 한국 정부는 대이스라엘 무기 수출을 중단하라. 우리는 한국정부가 무기를 팔아 번 돈으로 잘 살고 싶지 않다. 어차피 한국 정부가 특별히 퀴어를 위해서 투자한 적도 없을 뿐만 아니라 이 사회의 차별과 억압으로 인해 항상 죽음 가까이 살고 있는 우리들은 한국 무기가 지구 저편에서 망가뜨리는 퀴어의 몸에도 같이 아픔을 느낀다.

[PALESTINE SOLIDARITY STATEMENT OF QUEERS IN KOREA]

We, queers living in Korea, yearn for the life and liberation of Palestinian queer people. We call for an end to Israel’s genocide and occupation. We stand in solidarity with the Palestinian people for the complete liberation of Palestine. 

We are queer people living in Korea. Korea is a nation that underwent colonial occupation, has been divided since the Korean War, and is still under the influence of the US military. Living as a queer person means facing discrimination based on sexual orientation, gender identity, and sex characteristics that do not align with societal norms and conventions. As queers, we are often seen as a threat or a potential threat to the regime of compulsory cisheteronormativity. As a result, we are constantly under surveillance, facing criminalization and institutionalization. The regime benefits from prioritizing capital over human rights and perpetuating inequality. On the other side of the globe, exclusion and discrimination as tools of colonial state violence have yielded the serious consequences of the current genocide.   

We refuse to believe that achieving wealth and living a life of luxury is a right we should strive for. Queer liberation does not come with corporate funding or perfunctory policymaking by the government. Corporations and governments cannot direct liberation. Only by rebuilding relationships and persistently moving towards liberation can we achieve our collective liberation. We hold the states accountable for human rights, work for radical transformation of the system of inequality, and seek fellow fighters in our struggle for liberation. We participate in making history of human rights by sowing the seed of change through the insights gained from surviving discrimination and stigma. It is our unique identity and collective strength that enable this transformation. 

Pinkwashing is states and corporations presenting themselves as LGBTQIA+-friendly and (often superficially) supportive to justify and conceal their discriminatory and violent actions. Resisting the pinkwashing of Israel and the US is not only about condemning how Israel legitimizes its US-backed occupation of Palestine and genocide by claiming to be the only democracy in the region. It goes beyond that. We are aware of the enormous military and economic influence the US holds over Korea. We criticize the alliance among the US, Israel, and Korea from the perspective of the people and the LGBTQIA+ community. We fight against homophobia, queerphobia, and transphobia incited by right-wing anti-queer groups who promote a liberal US, Israel, and Korea alliance and emphasize their Christian religious ties. We consider it our urgent duty as queers living in Korea to be vigilant and oppose the concept of liberation that excludes anyone. We see our liberation as queer people living in Korea cannot be pursued without critiquing the pinkwashing done by Israel and the US. We stand in solidarity with Palestinian queer people who have been fighting against pinkwashing as a tool to hinder our collective liberation.

Honoring the pride month of June, we cry out for queer pride firmly rooted in resistance and solidarity. There is no pride in genocide. There is no pride in ethnic cleansing. A tank flaunting a rainbow pride flag rolls on the ground of occupied land and tramples pride in the heart of every queer person on earth. The framework of queer pride that overlooks genocide and avoids criticizing settler colonialism, Islamophobia, racism, and Zionism coerces us into shame for being complicit in such brutal injustices. Queer pride can only be possible and worthwhile when we shout “not in our name” to oppression. 

World Refugee Day returns on June 20. More than 80 percent of Gaza’s residents are refugees, people who were dispossessed of and expelled from or forced to flee their home and land in 1948 Nakba, the catastrophe caused by Zionist colonial settlers, and their descendants. Under the ongoing blockade since 2007, the people of Gaza have struggled to survive in an “open-air prison” where living conditions have deteriorated to the point of being uninhabitable. They have been experiencing repeated displacements over the past 8 months, having to evacuate time and again to escape Israeli attacks aimed at ethnic cleansing and total destruction of Palestinian civilization. There is nowhere to flee to in Gaza anymore. Since last October, more than 36,050 Palestinian people have been killed by Israel as of May 27, 2024. Dozens of people who fled to a designated “safe area,” tent camps in Rafah, have been bombed and burned to death. The entirety of Gaza is now in ruins and has become a massive graveyard. Honoring this year’s World Refugee Day, we condemn the Zionist settler colonial state Israel’s attempt to annihilate Palestine. We condemn their destructive way of defending the Zionist entity by expelling and erasing Palestinian people from their homes, emptying the land for Israel to exist. We hope the day comes when all the displaced residents of Gaza return to their homes and rebuild what has been destroyed by Israel and flourish. We hope for the day when all Palestinian refugees can return to their homes, which were taken by Israel, and reclaim what rightfully belongs to them. Queers in Palestine make it clear that no Palestinian life is possible without a ceasefire and an end to occupation. We stand firm in solidarity with them and cry the same words in the strongest voice. 

As queers living in Korea, we resolve as follows:

• We condemn Israel’s settler colonialism and its commission of genocide. We urge the international community to hold Israel accountable for its military occupation of Palestine, ethnic cleansing of Palestinians, and ongoing construction of illegal Jewish settlements in the occupied Palestinian territories. We oppose the international censorship led by the so-called developed countries such as the US, UK, and Germany, which suppress and criminalize the anti-Zionist Palestine solidarity movement, wrongfully characterizing it as anti-Semitism. 
• We refuse to view the current situation in Gaza as a conflict, dispute, or war between two equal parties. This perspective obscures the reality of occupation, unjustly blaming the occupied and oppressed for the tragic loss and pain they suffer. It is not Hamas’s Operation Al-Aqsa Flood on October 7 that led to today’s catastrophe. What Gaza is currently experiencing is another painful iteration of the continuous ethnic cleansing and unlawful occupation that has been ongoing since the founding of the State of Israel in 1948. We remember and respect the enduring history of the Palestinian people’s non-violent resistance and reject the label of terrorism attributed to their uprisings and resistance movements for liberation and independence, including Intifadas. 
• We condemn in the strongest terms the so-called developed countries of the West, especially the US, the UK, and Germany, for supporting and sympathizing with Israel’s atrocities. As long as these countries partake in the genocide of Palestinian people, including queer individuals, the guarantees of LGBTQIA+ human rights that they claim to uphold in actuality can only serve a mere section of privileged queer people in Western societies. We, queers in Korea, stand in solidarity with the fight against colonialism and take decolonization to be our queer movement’s urgent goal to achieve.  
• We denounce Israel’s murderous pinkwashing. By misleading itself as the only democracy and the only LGBTQIA+-friendly society in the Middle East, and depicting Arab societies as backward, Israel has been justifying its military dominance in the region. We recognize that this is based on Islamophobia, racism, and Zionism. We stand firm in solidarity with queer Muslims and queer people of color on the path towards liberation. 
• We join the Boycott, Divestment, and Sanctions movement against Israel as called for by Palestinian civil society until Israel finally decides to adhere to the principles of international law and universal human rights. We will specifically continue to demand that HD Hyundai withdraw its heavy equipment used in constructing illegal Jewish settlements on Palestinian land. 
• We stand in solidarity with queers in Palestine who have been fighting for queer liberation against Israeli occupation and apartheid. We support the Palestinian people’s Intifada and stand with them until the day when Palestine is free from the Jordan River to the Mediterranean Sea. 

We demand: 

• Israel to end the genocide of Palestinians immediately, unconditionally, and permanently. 
• Israel to end the occupation of Palestine and abolish apartheid. 
• the governments of the US, the UK, and Germany to immediately stop supporting Israel’s genocide through arms supplies. Stop cracking down on solidarity movements for Palestine liberation. Complicitous in the current carnage in Gaza, you are not qualified to discuss LGBTQIA+ rights in Korea or anywhere else. 
• the South Korean government to stop arms sales to Israel. We, LGBTQIA+ individuals living in Korea, do not want to benefit from the profits generated by the government through arms sales. The government has never invested in LGBTQIA+ life anyway. Living in constant proximity to death due to discrimination and oppression in our society, we feel the pain of the queer bodies harmed by Korean weapons on the other side of the world.
